Kootenai County has approximately 800 employees and has an operating budget of around $85M. Kootenai County is a political subdivision of the State of Idaho, though it is not part of the State government. Three elected commissioners serve as the board of county commissioners. The board serves as the taxing authority, the contracting body and the chief administrators of public funds. Six additional elected officials carry out specific public functions. These include: the Sheriff (chief law enforcement officer), Prosecutor (chief law enforcement officer), Assessor (determines property values, administers property taxation system, and acts as agent for the State Department of Transportation by licensing and titling vehicles), Treasurer (tax collector, public administrator), Clerk/Auditor (maintains fiscal accounts, budget officer, recorder, clerk of district court), and Coroner (determines causes of deaths in the County).
