More vets can receive benefits with the help of the Court of Appeals for Veterans Claims. Created in 1988, the court reviews cases dealing with entitlement to disability or survivor benefits administered by the Department of Veterans Affairs (VA). Not part of the VA, the court reviews final decisions of the VA Board of Veterans' Appeals. While most cases deal with disability or survivor benefits (or the amount of benefits), the court occasionally examines cases dealing with education payments, waiver of indebtedness, and other benefits. The court is comprised of a Chief Judge and six other judges, all nominated by the President and confirmed by the Senate. The judges each serve 15-year terms.
